Shalom's Pawn Shop is, of course, owned by Shalom. He has an assistant, Wendy.
At Shalom's Pawn Shop you can buy the following:
You can sell all sorts of items (there are exceptions, like the plain dress you start out with). Weapons, dresses and armor can be sold if unequipped. Once sold, you can't get them back, and items always go for half their value on sale, so you invariably make losses if you try to sell something you bought earlier.
